Ushbu maqola yashil iqtisodiyot kontseptsiyasining nazariy asoslarini o‘rganishga, ushbu sohadagi xalqaro huquqiy standartlarni tahlil qilishga va ekologik jihatdan barqaror iqtisodiy rivojlanishga o‘tishni tartibga soluvchi O‘zbekiston Respublikasining amaldagi qonunchiligini baholashga bag‘ishlangan. 2019–2024-yillarda qabul qilingan «O‘zbekiston – 2030» Strategiyasi, ekologik va investitsiya qonunchiligi, yashil moliyalashtirish mexanizmlari kabi asosiy me’yoriy-huquqiy hujjatlar ko‘rib chiqiladi. Amaldagi huquqiy tartibga solishdagi bo‘shliqlar aniqlanadi va yashil iqtisodiyotni samarali joriy etish uchun qonunchilikni takomillashtirish bo‘yicha aniq yo‘nalishlar taklif etiladi.
Abstract
This article examines the theoretical foundations of the green economy concept, analyses international legal standards in this field, and assesses the current legislation of the Republic of Uzbekistan governing the transition to environmentally sustainable economic development. The study reviews key regulatory instruments adopted in Uzbekistan during 2019–2024, including the Uzbekistan–2030 Strategy, relevant environmental and investment legislation, and green finance mechanisms. The article identifies gaps in the existing legal framework and proposes specific directions for legislative reform to facilitate the effective implementation of the green economy, including reform of investor-state dispute settlement (ISDS) mechanisms as applied to green investments. A comparative analysis of the European Union and Japan's approaches to the legal regulation of the green economy is conducted.
