Abstract

The article examines the international legal standards for combating modern slavery, understood as an umbrella term covering slavery, servitude, forced labour and human trafficking, and assesses how far they are implemented in the legislation of the Republic of Uzbekistan. It analyses the 1926 Slavery Convention, the Palermo Protocol of 2000, the ILO Forced Labour Convention and its 2014 Protocol, the Council of Europe Convention of 2005, and the case law of international courts on positive State obligations. Using the Law “On Countering Trafficking in Persons”, the Criminal Code and the Labour Code, the author identifies the areas of alignment, notably the definition of trafficking and victim protection, and the remaining gaps, and proposes targeted legislative reforms.
